Meeting called to order:

Keeper - 6 second possession this
season ( 6 seconds to get rid of the ball) referee will not count out
loud at count 1004 he/she will tell keeper to release the ball at
count 1006 if the keeper is in the motion of letting go of the ball,
he/she will be allowed to finish if ball parried down it is considered
possession penalty is indirect kick from the spot
- Three
problem areas 1.) shinguards
must afford reasonable protection
2.) substitutions try to get players off the field before
players enter field at midfield
3.) encroachment defense
has no right to stand in front of the ball they must be 10 yards - if not, awarded a free kick
- Coaches
will have cards
- Can
referee disallow substitutions near the end of the game technically
he/she should allow substitution and add time to the game some may not
because of time element

to play game even if referee is not available

- coaches must agree on referee
if assigned referee not available referee unit needs at least one (1)
week to get a referee for a rescheduled game - rescheduled games can take weeks to complete clearly mark
on game report if referee does not show

about teams fined when referee does not send in referee report notify
the division coordinator try to get names of referees at games Bill
will cover this point in the referee meetings
- Evaluations
forms on the Website print out and mail to Rick Frisicano need both
positive and negative comments avoid judgment comments if the referee
unit gets 3 comments about the same referee then the referee unit will
speak to the referee

Club gets list with a fine for no game report contact the D.C. and it
will be deducted

coaches must agree to any game change and both must notify the
Division Coordinator

Schedule will be printed on blue paper and sent to the Club president
the Club president will then distribute to the Club coaches

may be paid in cash or by check

game report easy put information on the report (players names and
numbers) and then make the number of copies necessary

must have player passes to play a game team will forfeit without passes

must have seven (7) players to play a game
- Game
reports must be signed check score for accuracy before signing

Division coordinator immediately if there is a referee no-show
- If a
player gets a red card the card will be sent to the Division
Coordinator player must sit out one (1) game and then pay $25
fine. The fine paid to the
Division Coordinator when the card is picked up
- Four
(4) yellow cards 1 game suspension
- Teams
and fans must sit on opposite sides of the field
- Protests
ask what rule was broken? - cannot be judgmental - must be a rule violation
- Spectator
behavior coach is responsible for the behavior of the spectators
coach needs to have control of spectators

there is a problem call the Division Coordinators or the gender V. P.

competition dual registration not consistent with this view

players to play Premier and bring back expertise to the Clubs

players are not available with commitment to premier

players and this is unfair to the teams without Premier players

issue than a League issue League might limit the number of Premier
players on a team

overplays

favored and club team suffers no need for Premier players to play in
League it only hurts the Club team
