RDYSL General Meeting

Wednesday – March 21, 2001

D’Andrea’s Party House – 7 P.M.

Meeting called to order: 7:15 P.M.

1. Distribution of Coaches’ and Presidents’ packets

2. Referees – Bill Pasnak
• Goal Keeper - 6 second possession this season ( 6 seconds to get rid of the ball) – referee will not count out loud – at count 1004 he/she will tell keeper to release the ball – at count 1006 if the keeper is in the motion of letting go of the ball, he/she will be allowed to finish – if ball parried down it is considered possession – penalty is indirect kick from the spot
• Three problem areas – 1.) shinguards – must afford reasonable protection 2.) substitutions – try to get players off the field before players enter field at midfield 3.) encroachment – defense has no right to stand in front of the ball – they must be 10 yards - if not, awarded a free kick
• Coaches will have cards
• Can referee disallow substitutions near the end of the game – technically he/she should allow substitution and add time to the game – some may not because of time element
• Try to play game – even if referee is not available –
• Rick - coaches must agree on referee if assigned referee not available – referee unit needs at least one (1) week to get a referee for a rescheduled game - rescheduled games can take weeks to complete – clearly mark on game report if referee does not show
• What about teams fined when referee does not send in referee report – notify the division coordinator – try to get names of referees at games – Bill will cover this point in the referee meetings
• Evaluations – forms on the Website – print out and mail to Rick Frisicano – need both positive and negative comments – avoid judgment comments – if the referee unit gets 3 comments about the same referee then the referee unit will speak to the referee
• If Club gets list with a fine for no game report – contact the D.C. and it will be deducted
• Referees unit looking for referees
• NYSW has a list of referees
• Mom and Pop Clinic – geared for coaches and parents – contact Bill if interested in sponsoring one of these clinics
3. NYSW – Roger Best
• NYSW Website – valuable information listed there for ODP, State and President Cups
• New travel manual on Website – Teams from Mexico and Canada are now considered foreign teams and it is now considered foreign travel
• Cannot use forms that are on the Website – get them from Roger
• State Cup – only one entry – deadline Sunday, April 1, 2001 – send to Roger signed by coach and Club president – 1 check per Club
• Need e-mail address on entry form – wildcards in U14 boys and U18 girls
• Presidents Cup on Website – due June 1, 2001 – I check per Club
• Need State issued pass for coach, assistant coach and manager to participate in Cup games
• Send computerized registration disks to the State
• Roger will send certificates of insurance forms
• April 21,2001 – Chiropractic College – recreation league symposium – schedule on the NYSW Website
• Good of the Game meeting - held by Glenn Buckley
4. NYSW – Tony Buniskis
• Three teams in Eastern regional - U14 boys and U18 and U19 girls
• Area names “Soccer Capital of the United States” – more soccer teams than anywhere else
• Club Boards – there will be a special meeting in May - fee increase from U.S. Soccer Federation which is operating at a deficit – increase of $.50 per player to take effect Sept. 1, 2001
• Message to all - Play hard, play fair
5. Rochester Rhinos – Ryan Morgen
• Rhinos need to become more accessible to the community
• Need feedback
• Soccer camps need to get better
• Would like to work with Clubs and teams
6. Registration Problem – Ken
• If player rostered on 2 teams – dual registration
• If player registered on 2 teams in 1 Premier Club – then player cannot register with RDYSL
• Player registering with 1 team that plays in various Leagues may register in RDYSL
• Player playing outside NYSW must get permission from Roger Best
7. Website – Ken
• Use Website
• Copies of all forms are there
• Next year everything will be done through the Website
8. Team Placement in League – Ken
• Probably some mistakes
• Overall Division Coordinators did the best they could
• All team placements are final
9. Coaches Instructions – Neil
• Contact Neil by phone
• Contact Mark I. by e-mail
• Please be organized when taking passes to Lou and Harriet
• Contact Division Coordinator first if there are any problems or questions
• Red cards cannot be appealed
• Final date for game changes is April 28 – do not wait until the last minute
• Do not wait to make transfers
• Ask players about conflicts in order to make necessary game changes
• If game is cancelled – coaches have 1 week to reschedule – if not rescheduled then the Division coordinator will decide on date for game to be replayed
• Both coaches must agree to any game change and both must notify the Division Coordinator
• Final Schedule will be printed on blue paper and sent to the Club president – the Club president will then distribute to the Club coaches
• Referees may be paid in cash or by check
• Make game report easy – put information on the report (players names and numbers) and then make the number of copies necessary
• Teams must have player passes to play a game – team will forfeit without passes
• Team must have seven (7) players to play a game
• Game reports must be signed – check score for accuracy before signing
• Call Division coordinator immediately if there is a referee no-show
• If a player gets a red card – the card will be sent to the Division Coordinator – player must sit out one (1) game and then pay $25 fine. The fine paid to the Division Coordinator when the card is picked up
• Four (4) yellow cards – 1 game suspension
• Teams and fans must sit on opposite sides of the field
• Protests – ask “what rule was broken?” - cannot be judgmental - must be a rule violation
• Spectator behavior – coach is responsible for the behavior of the spectators – coach needs to have control of spectators
• If there is a problem call the Division Coordinators or the gender V. P. – Mark I. or Neil
10. Game change Procedure – Mark I.
• Talk to other coach – make an agreement and then both fill out the game change form and submit it
• No field changes with game changes
• Print a copy of every game change form submitted in cast there is a problem
• Game change forms on the Website are active now
• Deadline for game changes – April 28 at 6 P.M.
11. Field Changes – Mark I.
• Field changes will be made separately by 1 person for entire Club
• Form currently disabled until game changes are complete
• Will be active from April 28 until May 5
• Put games in numerical order and send to Lou Boyon
• Use separate forms for boys and girls
• Deadline for field changes - May 5, 2001 at 6 P.M.
• Any change in time is considered a game change
• Remember – field changes will be made only 1 time per Club
• Only change allowed after the deadline is for a:

i. Cup game

ii. Act of God

iii. Fields closed by town or school district

12. Good of the Game Report – Rick
• 54 State Directors met to devise a way to prepare American players for international play
• Their ideas have been reviewed by all of soccer – USSF, MLS, WUSA, etc.
• Both a position statement and action to implement certain items
• 17 items addressed
• Small sided games at younger ages – 3v3, 4v4
• State-wide League structure – Premier, Classic 1,2,3,
• Coaching – licensing and coaching directors for Clubs
• Asked for representatives from Leagues, Recreation Dept. to start adopting three (3) key areas
• Emphasis on player development
13. Website – Mark V.
• RDYSL.com for everyone – coaches, players, parents
• Send any information on tournaments, clubs to Mark V. and he will put a link on the Website
• Check often for changes and updated information
• Send any changes in coaches’ information to Division and he/she will send it to Mark V.
14. Miscellaneous – Ken
• List of fields and directions at www.WNY.referee.org
• Team of the Month – 3 openings for the remainder of the year – first come first served – get team information to Ken if team would like to be the Team of the Month
15. Dual Registration –
• Article IV section 3
• Clubs want to vote on the issue
• Discussion will be limited to 20 minutes – each speaker may speak only once
• Vote – to eliminate Article IV section 3 and have no restrictions on dual registration
• Rick F.- if we eliminate rule a Premier team could play in RDYSL – the Good of the Game wants a limit to the number of games a player participates in – no more than 2 games per week 20-25 games per season – 60 in a calendar year – at the Premier level – 1 game per week – take emphasis off competition – dual registration not consistent with this view
• Shawn Gleason (Fairport) – eliminate rule – dual registration allows the best players to play Premier and bring back expertise to the Clubs
• Wayne Menz (Greece Eclipse) – dual registration makes a team unfair
• Jim Mort (Jr. Rhinos) – how many players are we talking about – about 300
• Dan Phelps (Greece Cobras) – has 16 players with 5 also in Premier – some players are not available with commitment to premier
• Peppy Ehrlich (Pittsford Hawks) – some teams and clubs have many Premier players and this is unfair to the teams without Premier players
• Shane Graham (Spencerport) – this decision should be up to the parents of the players
• John Hedges ( Fairport) – there are many aspects of this – it is more a Club issue than a League issue – League might limit the number of Premier players on a team
• Mike Montage (Pittsford Mustangs) – due to dual registration a player often overplays
• Bill Beach (Pittsford Mustangs) – coaches complain because Premier team is favored and club team suffers – no need for Premier players to play in League – it only hurts the Club team
• Vote explanation – vote no to keep rule
• Vote results: YES – 178 vs NO – 254 Rule will stay as it is in Article IV Section 3
